    1. I. Title:  

    Capacity building of In- Service teachers to promote ICT in Teaching-Learning process @ the Secondary & Higher Secondary schools of Hooghly, W.B.

    1. II. Background     (Need analysis)

    The ICT @ Schools scheme is a centrally sponsored scheme being implemented by the different State Governments in India. It was launched in 2004 and has been a very important step toward crystallizing educational policies and aligning them with ICT. The scheme is currently being implemented in both government and government-aided secondary and higher secondary schools.
    In 2007–08, Government of West Bengal took up the scheme for implementation and introduced computer education in 543 government aided higher secondary schools at a cost of INR 0.4 billion(approximately USD 8 million). The state engaged full time computer teachers in these schools and encouraged computer education. In 2008–09, 2,418 more schools were brought under the ambit of the scheme with training being provided to other subject teachers to utilize ICTs in the teaching learning process.9
    In 2008–09, under the central scheme for universalizing secondary education, the Rashtriya Madhyamik Shiksha Abhiyaan (RMSA), five states including West Bengal have been selected to implement ICTs in schools. 1,400 schools in West Bengal were each provided with 10 computers, 10 UPSs, 1 scanner, 1 web camera, 1 projector, and 1 printer at a cost of INR 0.9 billion (approximately USD 19 million).
    Further, the Department of Education, Government of West Bengal, has constituted a committee with the Director of SCERT (State Council of Education Research and Training), West Bengal, as the chairman to develop strategies for utilizing media resources like TV and radio to educate students and teachers. The Committee is still in the process of formulating and evaluating strategies.
    Apart from the initiatives of the Ministry of Education, the Department of Information Technology also envisages the development of education through the use of ICT. The West Bengal IT Policy 2003 envisages the following in the field of education:


    There is also a focus on promoting and supporting education for IT professionals in the state to foster the growing IT Industry in the state. West Bengal IT policy 2003 was announced with the vision of bringing the state among the top three IT States of India by 2010, contributing 15–20% of the country’s total IT revenue. The government has been actively promoting the state as the IT destination for the major IT giants.

    Based on the experience gained so far, the Scheme was revised, in July 2010.

    1. III. Objectives

     

    1. a. Policy level

    Policy is at the high level.

    A Committee has been constituted to draft a Policy on the usage of ICT in Schools Education. A draft policy has been prepared which is in the final stage. The draft policy aims at using ICT for preparing youth to compete globally and participate creatively in the establishment, sustenance and growth of a knowledge society.

    The scheme currently covers both Government and Government aided Secondary and Higher Secondary Schools.  Financial assistance is provided for procurement of computers and peripherals, educational software, training of teachers, development of e-contents, Internet connectivity & set up of smart schools.

    1. b. Execution level

    Computer education was introduced in 757 Schools and School Education Department has covered 543 schools under the Centrally Sponsored Scheme of Information and Communication Technology in schools benefiting 35,751 students with 286 full time teachers recruited through S.S.C in 2007-08. In 2008-09, the State Government is implementing ICT @ School scheme for the secondary stage through West Bengal Board of Secondary Education and 1400 schools will be covered under ICT Scheme as approved by MHRD, GOI. Computer Technology is applied as Learning Aid for the learners at Upper Primary School Level. Under Computer Aided Learning (CAL) Programme, 610 schools have been provided computers with educational CDs and 1512 teachers have been oriented. Execution of the present plan is how it will be executed by the school.

    1. c. Implementation level

    Implementation is exact steps in doing it in the schools .It is to provide:

    • Adequate supports and services to the student
    • Well-designed
    • Professional development for all teachers involved, general and resource persons alike
    • Motivation for teachers to plan, meet, create, and evaluate the students together through ICT
    • Professional skill development in the areas of ICT
    • Increasing communication between parents or guardians, teachers or Para educators, specialists, administration, and outside agencies.
    • To make the schools able to develop programs for students based on student need instead of the availability of funding.
    • Well-constructed plans that identify specific accommodations, modifications, and goals for each student
    • Coordinated planning and communication between "general" and "trained" staff
    • Integrated service delivery
    • Ongoing training, monitoring and staff development

     

    1. IV. Goals

     

    1. a. Short term
    • Set up a state wide delivery backbone to support digital teacher education classroom, networking, experience sharing, conferencing e-governance, e-commerce, distance education, and provide an efficient government citizen interface.

     

    1. b. Long term
    • Address IT in education to produce IT professionals, proliferate an IT culture at the gross-root level, and promote specialized education institutions.

     

    1. V. Stakeholders   

     

    1. a.       Primary:

    The Resource Persons, trainee teachers and their colleagues.

    A total of 1230 Teachers from 123 Schools (43 Secondary and 80 Higher Secondary) of Hooghly district. State wide figure is 19430 teachers from 1943 schools.

     

    1. b.      Secondary:
    2. D.I. of schools (Primary and Secondary), D.P.O., H.M. of the scheduled schools, other teachers and the students of the respective Secondary and Higher Secondary Schools.

     

    1. VI. Implementation Plan

    1. B. Programme of Action:

     

    1. 1.       Selection of teachers:
    • The teachers will be selected by the Head Master/ Head Mistress by consulting with the Academic Staff Council of the respective schools. Ten teachers will be selected from each school.

     

    1. 2.       Selection of Resource persons:

    1. 3.       Action Plan (Training of Resource Persons):
    • In the first phase, training of resource persons will be arranged for five days. Thirty Computer teachers from Secondary and Higher Secondary Schools of the district will be selected for this purpose.
    • First phase of training may be arranged in the third week of May, 2014.
    • In the next phases, training of Assistant teachers will be arranged.
    • A total of 1230 Assistant teachers from 123 Schools (43 Secondary and 80 Higher Secondary) will be trained in 21 batches @ Sixty Assistant teachers per batch.
    • Duration of each batch will be five days.

    • To provide and maintain in working condition Computer Hardware, Software and necessary infrastructure like UPS, webcams, furniture, fans, lights and Exhaust Fan.
    • To provide two full-time Computer Teachers.
    • To impart professional computer education to students of Classes IX to XII as per the syllabus.
    • To impart general awareness courses, including Internet and e-Mail, to students of Classes V to VIII.
    • To provide Multimedia Educational software for providing Computer Education.  
    • To provide Spoken English course to students of Classes V to XII.
    • To impart Multimedia based Computer Aided Education would be made available covering 4 subjects, viz. Bengali, English, Science and Mathematics for Standards V to XII.
    • To develop and supply the courseware for the students for computer education.
    • To supply adequate stationery and consumables..
    • To provide testing and certification in Computer Education for the students at the end of every academic year.
    • To obtain Telephone & Internet connections.
    • To provide Electrical Sub-meter.
    • To provide licensed software and suitable software for sharing the Internet connecting and logging usage

    DRP Training could be arranged in the third week of May, 2014.

    Challenges:

    • Not all the participating teachers will be attentive.
    • Natural calamity.

          

    Solutions:

    • DRPs will be much sincere in their endeavors.
    • Transmission loss should be minimum.
    • Problem due to Natural calamity would be overcome by strong will forces.

    2. a. Financial

    As per the scheduled limit of Intel and policy of the Government.

    1. b.      Time ( Days required)

    Five days duration is required.

    DRP Training of 30 Selected Computer Teachers from different schools for five days.

    Ten teachers from each of the 123 schools > 1230 Teachers will be trained in 21 batches @ 60 teachers per batch.

    So, DRP training will require 5 working days.

    Training of Assistant Teachers will require 21X5=105 working days.

    Total 110 working days.

     

    1. IX. Impact Study

     

    1. a. Monitoring

    A District level monitoring team will be prepared to monitor the implementation of ICT @ the schools at regular intervals.

     

    1. b. Evaluation

    The trained teachers will be evaluated on the 5th day of the training. Their activity in schools may be assessed by the state officials once a year.

     

    1. X. Documentation

    Documentation means overall report. An overall report will be prepared on work-outs of the participants in the training programme. This documentation on Word/ Excel/ Multimedia presentations will be kept for future use.

    Documentary may be prepared based on the training schedule for its circulation among the participants.
